천안시는 토지정보과 조법수 주무관이 ‘2026년 충청남도 데이터 활용 업무 간소화 아이디어 공모전’에서 우수상을 수상했다고 16일 밝혔다.
충청남도가 주관한 이번 공모전은 데이터를 적극 활용해 단순·반복적인 행정업무 프로세스를 개선하고 일하는 방식을 혁신하기 위해 전국 공무원을 대상으로 진행됐다.
토지정보과 공시지가팀에서 개별공시지가 업무를 담당하는 조 주무관은 ‘디지털 트윈·건축 데이터 연계형 개별공시지가 일단지 자동 판별 및 토지특성 변동 탐지 플랫폼’을 제안해 우수상에 선정됐다.
해당 플랫폼은 디지털 트윈 공간정보와 건축 데이터를 연계해 개별공시지가 산정 시 하나의 용도로 묶인 여러 필지(일단지)를 자동으로 판별하고, 토지 특성의 시계열 변동을 신속히 탐지하는 시스템이다.
데이터 기반의 체계적인 문제 해결 방식과 현장 적용성을 바탕으로 실제 행정 현장의 업무 부담을 대폭 줄일 수 있다는 점에서 높은 평가를 받았다.
김종범 토지정보과장은 “실무 공직자가 현장 경험을 바탕으로 데이터를 적극 도입해 거둔 성과”라며 “앞으로도 데이터 기반의 과학적·합리적 행정을 지속해서 확대해 나가겠다”고 말했다.

The competition, which was hosted by South Chungcheong Province, was conducted nationwide for civil servants to improve administrative work processes that are simple and repetitive by actively utilizing data and to innovate the way of working.
Joo, the chief of the Individual Assessment Land Price Team in the Land Information Section, was selected for an award for proposing the 'Digital Twin and Building Data-Linked Individual Assessment Land Price One-Time Land Automatic Classification and Land Characteristic Change Detection Platform.'
The platform links digital twin spatial information and construction data to automatically identify multiple plots of land (single-plot lots) tied to a single use when calculating individual assessed land values, and to rapidly detect temporal changes in land characteristics.
It received high evaluation for the fact that it can significantly reduce the workload of actual administrative sites based on a systematic problem-solving approach based on data and practical applicability.
Director Kim Jong-beom of the Land Information Section stated, 'This is the achievement gained by actively introducing data based on field experience by a practical civil servant,' and added, 'We will continue to expand data-based scientific and rational administration in the future.'
